Absolutely!  The Crown can't be everywhere all the time, so maybe they
weren't present at Estrella when Squire Joe Bob fought the entire
opposing army alone... But Sir Bud was, and he makes recommendation
based upon his witnessing this feat, that Squire Joe Bob get a Kraken or
a Shark's Tooth or whatever...

And as for Undines, there could be instances where the service to the
Queen might not be public or even noticed by Her, but could be by
someone else who calls this gentle to Her attention.

Anyone can recommend a candidate for ANY award, from Sea Urchins to
Chivalry.  There should be no restriction.  

BTW, Your Excellency, don't forget Court Baron/ess and GoA's...
