Ah, but what if the local herald didn't feel comfortable enough to put on a
blazon and the picture looks significantly like one item, but submitter
actually wanted something else?  How would Golden Dolphin or Laurel know? 
We actually had a big argument on this list about that last year, when
someone's device was returned for a redraw because the CoA couldn't tell if
it was a goat or a cow and no blazon OR notes were included by the local
herald.  The submitter was mad about it, until she was advised that there
were no instructions or explanations included on the form...

Uh, Gorm?  That's "cornet" (as in trumpet), not "coronet" (as in prince)
herald...
