this is just a thought - but would it benefit us to compare atlantia's
budget to that of other kingdoms, and see how they handle such matters? 
obviously, the comparisons would be far from exact (travel funds, for
example, would vary depending on the size of the kingdom), but it *would*
give us an idea of what items are supported by stipend in other realms. 

and yet another of my endless questions. *wry grin*  what is the process 
by which financial proposals are put into law?  in other words, who has 
final authority over these decisions?  i imagine the crowns do, but are 
the peers involved, or the great officers of state?  i'm curious as to 
how our legislative system works...
