Sure it is....but they are granted by "letters patent" in period, which 
carries a different consideration in the SCA CoA, I believe.  Patent of 
Arms(or something like that) can be conferred without conferring a peerage, 
but is more rarely done than the grants.

You can see some of the actual "letters patent" verbage at the "real" CoA 
home page.  It's quite interesting, but I can't seem to find the URL right 
now.
