I believe the problem you have having with cc:Mail has to do with the
way most federal offices are setup. Mail coming from the Internet into
the LAN is first dumped onto a SMTP mail handler, usually a UNIX machine.
It is then fed to a cc:Mail server, often doing some fancy username 
aliasing in the process. The cc:Mail server then delivers the mail to
you. In the process the original From: information is changed. Instead
of From: Chuck Graves it becomes From: atlantia@atlantia.sca.org or
whatever. The original sender may still be hidden in one of the 
header lines. 

Basically, you're being adversely affected by the change because of 
the unique problems associated with Internet mail delivery to site.
I'll see if I can figure out a way for you to find the sender info
to make direct replies easier.
