Let the Crown make peers, let the orders make members, let the two not be 
one and the same.  Which is to say, the Chivalry can make knights, but 
the Crown gives them PoA's as it wishes.  One might well achieve one 
without ever achieving the other.

People talk about this all over the ether, by the way. ;-)
