The king of Atlantia provided five specifications for scroll display:

Mistress Orianna Fridrikrskonna forwarded the posting of which the above is
a quate to the East Kingdom mailing list.

I wish to add one suggestion.  Please construct your display devices so that
the front of the scrolls does not come into contact with whatever covering
plate (plastic, glass, whatever) you are using.  The reason is that gold leaf
and other substances used to make scrolls can surface bond to things like vinyl
which you might use as a covering to protect them.  This separation  can be
achieved by standoffs.  The scrolls can most likely be held in place by any
number of  means which do not come in contact with the central area of the
scroll.  However, it is probably best to plan on a horizonal display so that
the scrolls do not need to be held in place.  This is something which any
autocrat planning a scroll display should consider.
