Oh look, a question with a fairly quick answer. :-)
(1) Holding names can only be given by Laurel. If a name is deemed
unregisterable at kingdom, it must be altered to be registerable, or
returned.
(2) My general policy as Golden Dolphin is to send up something
registerable, rather than return a name, whenever possible.
a) Minor changes (where permitted) get made routinely; they go out to
Laurel without further consultation. This happens all the time.
b) In other cases, if the problems and potential solutions are fairly
easy to phrase (and hopefully to answer) I will try to contact the
submitter immediately, if I've the time before the LoI.
c) If the changes needed require serious thought on the submitter's
part, the name gets returned at kingdom.
Any changes made to the name at kingdom are documented, both on the LoI
and on the letter notifying the submitter that the name's gone to Laurel.
In your hypothetical case above, I'd probably drop the unacceptable
by-name and send the remainder up (as an actual name, not as a "holding
name") if that remainder passed muster in the specific context.
Please note that the above applies only to the way I try to work the
Golden Dolphin office. Your mileage may vary with other submissions
heralds. :-)
