Request for Info - This time it's about bleaching tent fabric...

A friend of mine is wrestling with the anguish of mildew spots on the
pavillion.  (O the Humanity!)  Would bleach do the trick?  We assume that the
bleach should be diluted with water, but what is the ideal bleach-to-water
ratio?  ("Aye, there's the rub...")  Tips or insights, anyone?
