I don't normally post to the Merry Rose, but since this *is* my area of
expertise, I was asked to reply.
The blazon for the field would be Per pale gules and azure, and it is
perfectly legal.
It is not color *on* color, because both are part of the field - neither
is *on* another.
In SCA usage, dividing a field evenly of two colors or two metals is
perfectly legal, as is dividing a field quarterly or per saltire of two
metals or two colors.
