At times you'll find these problems.  Usually it's from previous bad
experiences.  ISPs are generally pretty sensitive to abuses.

In any case, where you have specific difficulties, you will find that
the list owner or local web minister can be a great help in interfacing
with the ISP.  Give them a try.
